Age Verification on Quora Indonesia

I am a new user to Quora Indonesia.
It’s a very interesting platform, where we can ask answers and questions with a growing community.
Unlike other question and answer platforms, Quora uses algorithms and machine learning to route answers and questions to the right users.
They use the user’s occupation, school, residence and other data as the basis to connect questioners and answerers.

Thus, many questions can be answered by people who are truly experienced or knowledgeable in their field.
This provides a different experience to users where previously we had to search Google/forums for specific answers to a question.

My question on Quora is still 1.
I asked this question to some users who have already answered questions related to Terms of Service on Quora Indonesia.
Yes, we can ask questions to specific people.
A list of people who are relevant to our question will appear automatically and we can just select people based on their education, occupation, or history of questions they have answered.

Anyway, back to my question that I posted on Quora and haven’t gotten an answer that I think is appropriate.

“How does Quora Verify the age of its users?”

Quora in Terms of Service point 2 mentions: Who Can Use It.
Use of the Quora Platform is prohibited to anyone under the age of 13.
You represent that you are at least the age of majority in the jurisdiction in which you reside or, if not, your parent or legal guardian must give consent to these Terms of Service and confirm that they accept this Agreement on your behalf and are responsible for your use.
If you accept these Terms of Service on behalf of another person or entity, you confirm that you have the legal authority to bind that person or entity to this Agreement.

Users are asked to declare that they are over 13 years old.
What if a user under 13 still tries to use it, stating what Quora asks.
I’m not talking about the responsibility being fully borne by the offending user.
But,

How, Quora as an “Information Technology” platform provides a safe community for its users.

How can you say it’s safe, if you can’t verify the age of the user.
I’m not an IT expert, but maybe you should start using ID numbers.
And raise the age limit of users.
